Hooray!!!!
At its
November meeting in Ketchikan, the Alaska Board of Game
unanimously adopted the proposal (Proposal 11) submitted by
the Grateful Dogs of Juneau to close the Treadwell Ditch
Trail to trapping. The regulation should take effect
in early 2011.
The Board of Game did not accept the proposal
(Proposal 10) to implement discretionary trapping permit
conditions for the Juneau area. There is not a
specific problem that needs to be addressed at this time so
the Board's failure to adopt the proposal is not a cause for
concern at this time. This proposal was intended to
give authority to the Department of Fish and Game to address
any any future conflicts that might arise between trapping
and other outdoor user groups. What we will lose by
the failure of this proposal is that the Department
will not be able to respond quickly to conflicts between
trapping and other users; instead, we would have to wait for
the Board of Game to met to address any user conflicts.
However, the Board only meets every 2 years to consider
trapping proposals for Southeast Alaska.
Proposed "Dog Friendly" Trapping Regulations
for
the Juneau Area 2010
The Alaska Board of Game will consider proposals
for regulation of trapping in Southeast Alaska at its 2010
meeting in Ketchikan on November 5 - 9. The list
of proposals that the Board of Game will consider can be

There are two proposals before the board that
are intended to provide greater protection for dogs, dog
owners, and other persons who use the outdoors around Juneau
during the trapping season. Click

The proposals are found on pages 10 and 11 of
the proposal book (see link above). Proposal 10
relates to designating the Juneau area of Unit 1C as a
discretionary trapping permit area. This proposal gives the
Department of Fish and Game the authority to take action if
conflicts arise between trapping and other user groups.
Proposal 11 relates to closing the Treadwell Ditch Trail
to trapping just as are the other "closed" trails in
Juneau.
The deadline for submitting comments
to be included in the board member books is Friday,
October 22, 2010.

PROPOSALS FOR REGULATION
CHANGES TO PROTECT DOGS
ONE,
PROPOSAL 10 would designate the Juneau
area as a discretionary trapping permit
area.
TEXT
OF PROPOSED REGULATION
5 AAC 92.051
is amended by adding a new subsection to read:
(b) The Juneau area of Unit 1C is designated, as an
area subject to discretionary trapping permit
conditions and procedures described in (a) of this
section. In this subsection, the Juneau area is the
land and water areas that drain into marine waters at any
point between the end of Thane Road and the end of
Glacier Highway at Echo cove and the land area of
Douglas Island that drains into marine waters at any
point along the entire length of the Douglas
Highway.
This designation would grant discretion to
the Department of Fish and Game to impose any one or more of
13 conditions on persons trapping in the Juneau area.

This proposal would give the Department of Fish and Game the
discretion to impose permit conditions on persons trapping
in the Juneau area in the event that additional regulations
become needed. This would allow the department to take
action quickly so that we do not have to wait 2 years for
the Board of Game to consider new trapping regulations if
new problems arise in the community.
TWO,
PROPOSAL 11, adds a 1/4 mile
strip on either side of the Treadwell Ditch Trail to the
list of trails that are closed to most trapping (the
allowance for traps less than 5 inches 50 yards from the
trail would apply).

92.550. Areas closed to trapping.
The
following areas are closed to the trapping of
furbearers as indicated:
(1) Unit 1(C) (Juneau
area):

(F) a strip
within one-quarter mile of the following trails as
designated on United States Geological Survey maps:
Herbert Glacier Trail, Windfall Lake Trail, Peterson
Lake Trail, Spaulding Meadows Trail (including the
loop trail), Nugget Creek Trail, Outer Point Trail,
Dan Moller Trail, Perseverance Trail, Granite Creek
Trail, Mt. Roberts Trail and the Nelson Water Supply
Trail, Sheep Creek Trail, Point Bishop Trail, Amalga
Trail, Auke Nu/John Muir Trail, Eagle Glacier Trail,
Point Bridget Trail,
Treadwell
Ditch Trail,
and Salmon Creek Trail; however, traps with an
inside jaw spread of five inches or less which are
set at least five feet above the ground and snow are
allowed if set more than 50 yards from the trail;

Juneau, see 5 AAC 92.550(1). The
Treadwell Ditch Trail is receiving more year round use. The
improvements being made to the trail will make the trail
even more attractive to dog walkers and other hikers. The
increased use of the trail will increase the need to
regulate the amount of trapping near the trail.

TRAPPING AREAS IN THE CITY/BOROUGH OF JUNEAU
The Department of Fish and Game has closed the
following areas of CBJ to trapping: ( click

- A strip within 1/4 mile of the coast between the end
of Thane Road and the end of Glacier Highway at Echo
cove.
- Auke Lake and the area within 1/4 mile of Auke Lake.
- The area of the Mendenhall Valley bounded on the
south by the Glacier highway, on the west by Mendenhall
Loop Road and Montana Creek Road and Spur Road to
Mendenhall Lake, on the north by Mendenhall Lake, and on
the east by the Mendenhall Loop road and Forest Service
Glacier Spur Road to the Forest Service Visitor Center.
- A strip within 1/4 mile of the Douglas Island coast
along the entire length of the Douglas Highway and a
strip within 1/4 mile of the Eaglecrest Road.
- Within the US Forest Service Mendenhall Glacier
Recreation Area.
- Within the Mendenhall Wetlands State Game Refuge.
- A strip within 1/4 mile of the following trails (except
that traps with an inside jaw spread of 5 inches or less
which are set at least 5 feet above the ground
and snow are allowed if more than 50 yards from the
trail):

public or private street, road, or right-of-way in the borough (CBJ

5 AAC 92.051. Discretionary trapping permit conditions
and procedures
In areas designated by the board,
the department may apply any or all of the following
conditions to a registration trapping permit:
(1) a permittee shall
demonstrate
(A) the ability to identify the permit area;
(B) a knowledge of trap use and safety;
(2) a permittee shall attend an orientation course;
(3) only a specified number of permittees may trap
during the same time period;
(4) a permittee may trap only in a specified
subdivision within the permitted area;
(5) a permittee may only use traps or snares of a
specified type or size;
(6) a permittee may only set a trap or snare as
specified by the department;
(7) before receiving a permit, the permittee shall
acknowledge in writing that he or she has read,
understands, and will abide by, the conditions
specified for the permit area;
(8) a permittee may trap only during the specified
time periods;
(9) a permittee must check his or her traps within a
specified interval;
(10) a permit applicant must be at least 10 years
old;
(11) a permit applicant less than 14 years old must
be accompanied by an adult with a valid trapping
license;
(12) a permittee shall submit, on a form supplied by
the department, information requested by the
department about the permittee's trapping activities
under the permit; the permittee shall submit this
form to the department within the time limit set by
the department;
(13) a permittee shall label the permittee's traps
and snares as specified by the department.

The following areas are closed to

boats) within the boundaries of Mendenhall
Wetlands State Game Refuge is prohibited at all
times;
